    SOCIAL PROPERTY FOR A DAY-CARE CENTRE
    Haardstede 1 - 5 in The Hague

    INTENTION TO LET BUILDING
    The municipality of The Hague intends to develop a location to be used for childcare, pre-school education and out-of-school care. To this end, a building will be constructed at Haardstede 1-5 in 's-Gravenhage, cadastrally registered as municipality of 's-Gravenhage, section AW, number 1786. Start of construction: 2025/2026. The building will be a three-storey school building (gross floor area +/- 2700 m²) with childcare (gross floor area +/- 345 m²) on the ground floor which will have its own outdoor/play area (+/- 200 m²). The aforementioned plot will subsequently be divided into flat rights after which one of the flat rights will be allocated for the aforementioned purpose. In connection with the above, the Municipality of The Hague wishes to lease the aforementioned flat right to a party active in the field of child day care, pre-school education and out-of-school care.

    REQUIREMENTS
    Potential applicants must meet at least the following minimum requirements:
    - The candidate must be an organisation operating in the field of child day care that is a certified provider of pre-school education.
    - The candidate must be able to demonstrate that it can carry out activities in the field of pre-school education in a manner that promotes equal opportunities for children within the city of The Hague and in a manner that complies with the section entitled 'Pre-school education', which can be traced back to the Hague Educational Agenda 2022-2026 (Ontwikkoorindenhaag.nl) and the policy framework VE (see Annex 1).
    - After selection, the candidate must enter into a letter of intent with the municipality of The Hague regarding the lease of the space to be developed, taking into account a lease price that will at least cover costs and is estimated at between € 150 and € 200 per m².
    - The candidate should agree to a rental agreement of 5 years with an option to extend the rental period by 5 years.
    - The candidate must be registered with the Chamber of Commerce.

    CRITERIA
    Candidates that meet the above criteria will be assessed according to the following assessment criteria:
    - The candidate is a childcare organisation that provides pre-school care and also intends to offer this at the above-mentioned location on Haardstede in The Hague (1 pnt);
    - The candidate is a childcare organisation that provides pre-school care and also intends to offer this at the above-mentioned location on Haardstede in The Hague (1 pnt);
    - The candidate is a childcare organisation that provides after-school care and also intends to offer this at the above-mentioned location on Haardstede in The Hague (1 pnt);
    - The applicant is a childcare organisation that provides holiday care and also intends to offer this at the above-mentioned location on Haardstede in The Hague (1 pnt);
    - The candidate has a letter of intent with the Islamic Primary School Yunus Emre at Haardstede 1-5 (official house number decision will follow) in The Hague (3 pnt) or;
    - The candidate can submit a declaration from the Islamic Primary School Yunus Emre that it intends to conclude such a letter of intent with the candidate (1 pnt);

    ENVIRONMENTAL FACTORS
    The municipality of The Hague intends to develop a location in the Bouwlust and Vrederust district. The location is in the middle of the residential area, located between 2 neighbourhood shopping centres "De Ambachtsgaarde" and "De Stede", equipped with all daily needs.

    ACCESSIBILITY
    The accessibility of the property is good. The location is centrally located in the Bouwlust and Vrederust district between two major through roads of The Hague, the Erasmusweg and the Melis Stokelaan. The nearby N211 provides good access to the national road network (A4, A12, A13).

    Bus and tram stops are within walking distance of the location.

    RESPONSE DEADLINE
    You should express your interest to the municipality no later than 4 April 2024 (5 weeks after the publication date, Thursday 29 February), stating your reasons, using the e-mail address centralevastgoedorganisatie@denhaag.nl. The municipality's request is to send the justification with accompanying attachments/evidence documents in one e-mail message to the aforementioned e-mail address. The content of additional e-mail messages will not be considered by the municipality.

    THE ASSESSMENT
    Candidates will be assessed on the basis of the minimum requirements and evaluation criteria mentioned above. If, after the evaluation of the tenders, there are several candidates who meet the minimum requirements and end on an equal number of points with regard to the evaluation criteria, a (notarial) drawing of lots will determine which candidate will be selected. Candidates will not be invited to attend the draw and will be informed in writing of the draw result and thus the final selection decision.
